Closure of License Condition 2.C.16.b for Waterford 3 The staff has reviewed your letter dated April 25, 1986 concerning paragraph 2.C.16.b of Facility Operating License No. NPF-38 which required that LP&L supplement its existing QA training program to incorporate specific discussion of QA problems experienced during construction of Waterford 3 and how this experience applies to operational activities. We concur with your proposal to continue with the supplemental training described in your April 25, 1986 letter for new hires filling positions in the LP&L Quality Assurance organization and to provide refresher training for personnel within this organization until May 1, 1988.

The staff concludes that the actions instituted prior to completion of Phase III of the startup test program, coupled with your commitment to continue with a revised program for the next two years, is sufficient to satisfy paragraph 2.C.16.b of the Waterford 3 operating license.
