This is in response to your letter dated April 21, 1986, concerning package registration in accordance with 10 CFR Part 71.12.
Section 71.12 of 10 CFR Part 71 requires as a condition of general license provisions an approved quality assurance (QA) progran. Accordingly, we are unable to register you for use of the package (s) requested at this time.
It will be necessary for you to obtain an approved QA program prior to the registration as a package user or the delivery of licensed material 4
to a carrier for transport pursuant to 10 CFR Part 71.
Unless an exemption is provided by 10 CFR $170.11, an application fee of
$150, as required by 10 CFR 6170.31, should be included with your application for QA approval.
