TVA - NOTIFICt, TION OF PERMANENT C;tANCES TO ORGANIZATIONAL STRUCTURE The TVA Board of Directors recently approved a reorganiz0 tion plan far TVA scheduled to become effective July 1, 1988. By separato letter the TVA Chairman of the Board is advising the Commissioners of those changes which will af fect the upper levels of TVA's management steucture including the reporting relationship of the Manager of Nuclear Power (ONP). The purpose of this letter is to describe changes being made within the ONP and to eeport these changes in accordanc.e with NRC's Safety Evaluation Report (NUREG-1232) forwarded by NRC letter dated July 28, 1987.

The reorganization within ONP maintains the responsibility for TVA's nuclear activities within one central organization and ref1 pets the intended evolution from the previous organization that was oriented toward problem identification and resolution and upgrading the standards of perfor ance. The reorganization also iuplements changes necessary to reflect a reorientati.on from a design and modliication effort toward an effort with primary emphasis on safe plant operation and on the institutionalization of imp.ovements made to date.

TVA's new organization and reporting lines for the Nuclear Power Group (NPG)

(previously the Office of Nuc1 car Power) are shown in the enclosure. The fundamental change is a onsolidation of the current functions within the Office of Nuclear Power into seven areas each reporting to a Vice President, thus reducing the number of managers reporting directly to the Senior Vice President Nuclear Power.

Other aspects of the new NPG organization are as follows:

The Sequoyah and Browns Ferry Site Directors will report to the Vice President, Nuclear Power Production.

The Director of Nuclear Licensing and Regulatory Affairs, the Manager of the Nuclear Managce's Review Group, and the Manager-of Nuclear Maintenance will report to the Vice President, Nuclear Technical Director.

Nuclear Business Operations have been changed to Vice President.

The positions of Deputy Manager of Nuclear Power, Assistant Manager of Nuclear Power, Assistant to the Manager of Nuclear Power, Employco Concerns Task Group, and Manager of Nuclear Information have been eliminated in the new organization and the incumbents have been reassigned. Additionally, a Human Resources Division headed by a Director is being formed to consolidate the former Nuclear Personnel, and Employee Concerns Program. The Nuclear Safety Review Board, the newly formed Watts Bar Program Team, and the Nuclear Power Manager's staff will continue to report directly to the Senior Vice Prerldente Nuclear Power.

The implementation of these organizational changes will necessitate revision of the Corporate Nuclear Performance Plan (CNPP), the QA Topical Report, the i

Technical Specificetions, and other controlling documents. We have initiated action to revise and submit promptly revision 6 of the CNPP for NRC review and comment-If you have any questions, please telephone me at 615/751-2729.
