On December 4,1997, the NRC completed its initial inspection at your. Big Rock Point Nuclear

Plant which examined decommissioning activities. .The enclosed report presents the results of

. During the 8-week period covered by this inspection, overall reactor decommissioning activities '

Lwore generally performed satisfactorily. However, based on the results of this inspection, one
violation of NRC requirements was identified, involving exceeding the weight limit on spent fuel .

pool rail span No.19. The violatior, is of concem because it may reflect inadequate attention to

- detail and a lack of a questioning attitude about spent fuel pool safety controls, at a time when -
fuel safety should be an !ssue of particular focus.

The violation is cited in the enclosed Notice of Violation, and the circumstances surrounding the
violation are described in detail in the enclosed report ' Please note that you are required to
- respond to this letter and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to determine whether-
l further enforcement action is necessary to ensure compliance with regulatory requirements.
In accordance wih 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its _
