Dear Sir:
As a result of recent discussions with your staff, New Hampshire Yankee proposes to remove the fire protection portion of Seabrook Station's Technical Specifications and to incorporate it into the Final Safety Analysis Report (FSAR).
Based upon this proposal, Seabrook Station would concurrently amend Section 9.5.1 of the FSAR to incorporate, by reference, the Fire Protection Evaluation and Comparison Report (FPECR), the Safe Shutdown Capability Report (SSCR) and Seabrook Station's Fire Protection Program Manual (SSFP). The fire protection portion of Seabrook Station's Technical Specifications will be incorporated in a new Appendix B of Chapter 16 of the FSAR titled " Technical Requirements." The Technical Requirements of Chapter 16 of the FSAR will incorporate the limiting conditions of operations and the remedial actions as well as the surveillance requirements. These changes will, in effect, transfer fire protection program commitments, reporting requirements and amendments from the jurisdiction of 10CFR50.73 and 10CFR50.90 to 10CFR50.59 and 10CFR50.72(e). As a result, the Seabrook Station Fire Protection Program will be described and controlled through the FSAR, rather than through the Technical Specifications.
It is NHY's intent to make all the necessary changes to the fire protection program and incorporate them into the FSAR prior to fuel load.
It is NHY's belief that these changes will significantly improve the overall administration and performance of the fire protection program.

program and guidance to Seabrook Station's defense-in-depth concept. The Fire Protection Program Manual covers surveillances of fire protection systems not covered by Technical Specifications. Maintenance and surveillance procedures implement the various guidelines of the Technical Specifications and other NRC supplemental guidance documents. The Operational Quality Assurance Manual implements fire protection, quality assurance criteria as part of the quality assurance program under 10CFR50, Appendix B.
Proposed Changes FSAR Section 9.5.1 will be revised to incorporate reference to the following reports.
(1) Fire Protection Evaluation and Comparison Report (2) Safe Shutdown Capability Report (3) Fire Protection Program Manual The FSAR Section 9.5.1 will provide an explanation as to how each report is related to the overall fire protection program. The revised FSAR Section 9.5.1 will also include a short description of Appendix B to Chapter 16 of the FSAR as it pertains to fire protection.
It is NHY's intent to incorporate the Technical Specifications listed above, with the exception of Sections 6.4.2.8.(e) and (f), into this new section to Chapter 16 titled, " Technical Requirements." This incorporation will include the limiting conditions, the remedial actions and the surveillance requirements. Technical Specification sections 6.4.2.8.(e) and (f) will be retained as is, since they primarily detail the NSARC audit requirements.
The existing maintenance and surveillance procedures will be revised as necessary to reflect the transfer of requirements from the Technical Specifications to the FSAR.
New Hampshire Yankee presently has in place all of the documents / procedures to implement Technical Specification requirements for fire protection.
By fuel load, NHY will have in place the new technical requirements of FSAR Chapter 16 to replace existing Technical Specification requirements for fire protection.
