  • APPENDIX A NOTICE OF VIOLATION Westinghouse Electric Corporation Docket Nos. 70-0048 Power Systems 70-1503 Pittsburgh, Pennsylvania 15230 License Nos. SNM-47 and SNM-1460 Based on the results of an NRC inspection conducted on July 10 and 11, 1978, it appears that certain of your activities were not conducted in full compliance with NRC regulations as indicated below:

A. 10 CFR 20.203(c)(2) requires that you control access to high radia-tion areas that have been established for periods of 30 days or more by one of the following methods: (a) Equip each entrance or access point with a control device which shall cause the level of radiation to be reduced below that at which an individual might receive a dose of 100 millirems in one hour upon entry into the area; or (2) Equip each entrance or access ooint with a control device which shall energize a conspicuous visible or audible alarm signal in such a manner that the individual entering the high radiation area and the licensee or supervisor of the activity are made aware of the entry; or (3) Maintain the area locked except during periods when access to the area is required, with positive control over each individual entry.

Contrary to this requirement, on the days of the inspection, July 10 and 11, 1978, you failed to control access to all of the en-trances to your high radiation area in Hot Cell No. 2 by the employment of any of the described methods. (License No. SNM-1460)

This is an infraction.

B. 10 CFR 20.203(c)(3) requires that the controls required by 10 CFR 20.203(c)(2) be established in such a way that no individual will be prevented from leaving the area.

Contrary to this requirement, on the days of the inspection, July 10 and 11, 1978, the irradiation hot cell using 1000 ci of Cesium-137 and 400 ci of Cobalt-60, and Hot Cell No.1 were equipped with controls which could prevent an individual from leaving high radia-tion areas. (License Nos. SNM-47 and SNM-1460)

This is an infraction.
