I We appreciate the attention the NRC Staff gave to the review of our up-dated seismic design criteria based on your Regulatory Guides 1.60 and 1.61 and Standard Review Plan 3.7.1 for design of the Vogtle Nuclear

. Plant. Based on your acceptance of those design bases, we are pro-l ceeding with the design of the Vogtle Nuclear Plant with those methods.

l The enclosed reports, which respond to the studies requested in Mr. D. B.

, Vassallo's March 27, 1978 letter, confirm that our seismic design bases provide conservative seismic design of the Vogtle Nuclear Plant. 1 i l Mr. Vassallo also requested that in addition to actual eccentricity of the building, an additional five percent eccentricity due to the torsional effects be included in the design. The method being used in the Vogtle Nuclear Plant to comply with this request is described
