O-Arkansas Power and Light Company Docket No. 50-313 ENCLOSURE 1 Notice of Violation Based on the results of an NRC inspection conducted during August 14-18, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:

1. 10 CFR 20.203(c)(2) requires that each entrance or access point to a high radiation area shall be properly controlled.

Contrary to the above, whole body radiations levels of 3 Rem /hr were present on August 16, 1978, near two spent resin shipping casks located in the radwaste drumming room. The drumming room was not under direct surveillance, equipped with a control device, or locked.

This is an infraction.

2. 10 CFR 71.5 requires that no licensee shall transport any licensed material outside the confines of his plant unless the licensee complies with applicat'le requirements.

Contrary to the above:

a. The nine (9) demineralizer filters (BIRM filters) shipped on May 9, 1978, shipment No. 23-78, were fitted with plastic inlet and outlet connections instead of the bronze castings as specified for a DDT Type 7A container in the Certification Report.
b. The liquid present in shipment No. 23-78 was not properly contained with additional absorbent material as required by item 8, Type B Container Certificate of Compliance No. 6144, Revision 2.

This is an infraction.

3. 10 CFR 20.203(f) re.luires that each container of licensed material be properly labelled.

Contrary to the above, a container housing a 39 mci 137 Cs source, serial No. 28S, used to response test the ANO-2 process monitors during August 16, 1978, was not labelled to identify the radioactive contents.

This is a deficiency.

4. 10 CFR 19.13(d) and 10 CFR 20.408 requires that the NRC and workers be furnished reports of personnel exposure on termination of employ-ment or work.

Contrary to the above, the required reports were not furnished for four (4) AP&L employees that terminated between August 1, 1977, and April 30, 1978.

This is a c'aficiency.
