Memorandum to the File FINDINGS RELATED TO THE PROPOSED IMPORT OF SOURCE MATERIAL BY EDLOW INTERNATIONAL COMPANY - IU78019 On September 8, 1978, Edlow International Company applied for a license to import source material, as uranium or thorium, in any physical or '

chemical form, in unlimited quantities. The initial period of import would extend through 1983.

All packaging and shipping of the source material would be in compliance with the requirements of the Department of Transportation, the national competent authority for the shipment of hazardous materials, and of the NRC, where applicable.

The material proposed for import is of low specific activity, as defined in 10 CFR 71.4(a), and, as such, does not represent a significant radiation hazard. The hazards relating to the possible releases of this material are limited principally to chemical toxicity and can be handled safely in essentially the same manner as any other toxic chemical.

The environmental and radiological impacts resulting from the trdnsporta- '

tion of radioactive materials within the U.S. and from export and import shipments were assessed in the " Final Environmental Statement on the Transportation of Radioactive Material by air and other Modes," NUREG 0170, -

and were determined to be quite low. Radiological impacts'from export and import shipments were determined to be neglibile compared to impacts from domestic shipments. (With respect to low specific activity ,

radioactive material, refer, also, to "The Development of the IAEA Regulations for the Safe Transport of Radioactive Materials,"( A. Fairbairn).

The staff concludes that.this proposed import will not be inimical to the --

connon defense and security or constitute an undue risk to public health, safety or to the environment. .
