PROPOSED LICENSE TO IMPORT SOURCE MATERIAL - EDLOW APPLICATION IU78019.

l Discussion:

On September 8, 1978, Edlow International Company l

applied for a license to import unlimited quantities of source material in any physical or chemical form.

The material would be packaged in accordance with applicable Department of Transportation and NRC regulations.

Edlow would not take possession of the material but is seeking the authority to import material as agent for its domestic and foreign customers.

Under NRC regulations,10 CFR 110.11, any person who is authorized to possess source material in the U.S.,

either under an exemption from licensing requirements or under a specific or general license issued by the NRC or by an agreement state, is exempt from the requirements for a source material import license.

Edlow is licensed to possess natural uranium in the U.S. but only as agent i'or British Nuclear Fuels, Limited, and the company does not want to use its BNFL license as authorization for the import of material for its other customers.

Licenses have been issued for the import of unlimited quantities of source material on previous occasions.

Valid licenses of this nature currently are held by Mitsubishi International Corporation (SECY-76-324) and by Transnuclear, Incorporated (SECY-76-337).

Taking all factors into account, the staff believes this li. cense should be issued.

. Discussion:

The following documents are forwarded for Commissioner (continued) review of this application:

(1) staff review and conclusion favoring issuance (Appendix A); (2) appli-cation letter of September 8,1978 (Appendix B); and (3) copy of proposed license (Appendix C)

Recomendation :

That the proposed license be issued to Edlow Inter-national Company.

Coordination:

OELD has no legal objection.

NMSS concurs.
