This letter transmits the findings of the routine NRC inspection of Millstone Nuc-
lear Station Units 1 and 2 from February 25 through April 7,1986.
These findings
have been discussed with Mr. Romberg of your staff..
No violations were identified. -However, Section 8 of the enclosed report-identi-
fies an unresolved issue.
This involves the disabling of automatic initiation of -
the Isolation Condenser by closing condensate return valve 1-1C-3 by hand.
The
closure by hand was not found to have been identified to and appropriately evalu-
-ated by site management, possibly because the recommended but not' required plant
information report was not submitted.
Please review the adequacy of your manage-
ment controls over such activities, and' inform me of your planned corrective meas-
ures within 30 days of receipt of this letter.
