Gentlemen:

This refers to the inspection conducted by Messrs. E. A. Plettner and P. H.

Harrell of this office during the period August 25-29, 1986, of activities

authorized by NRC Operating License DPR-40 for the Fort Calhoun Station, and to

the discussion of our findings with Mr. W. G. Gates, and other members of your

staff at the conclusion of the inspection. -

Areas examined during the inspection included the licensee's licensed operator

training and requalification program. Within these areas, the inspection

consisted of selective examination of procedures and representative records,

interviews with personnel, and observations by the inspectors. The inspection

findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were

potential violations of NRC requirements. However, since these potential

violations are related to training, they are not cited herein as violations

but are considered to be unresolved items in accordance with the Commission

Policy Statement on Training and Qualification of Nuclear Power Plant Personnel

(50 FR 11147). No response is required; however, your attention to the

unresolved items which have the potential of becoming violations in the future

is warranted.

Unresolved items are identified in paragraph 3 of the enclosed inspection

report.

discuss them with you.
