Gentlemen:
This refers to the inspection conduct?d by Messrs. R. A. Caldwell,
J. A. F. Kelly, and A. B. Earnest of this office during the period
September 30 through October _4, 1985, of activities authorized by NRC Operating
License _DPR-34 for Fort St. Vrain Nuclear Station, and to the discussion of our
findings with members of your staff at the conclusion of the inspection.
Areas examined during the inspection included physical barriers
protected
area, assessment aids / lighting, security program audit, security organization,
testing and maintenance, locks, key and combinations, training and
qualifications, compensatory measures and management controls - security
program. Within these areas, the inspection consisted of selective examination
of procedures and representative records, interviews with personnel, and
observations by the inspectors. These findings are documented in the enclosed
. inspection report.
During this inspection, it appeared that certain of your activities were in
violation _of NRC requirements. The apparent violations identified in
paragraphs 2 through 10 of the enclosed inspection report were discussed with
you at an enforcement conference held in the Region IV office in
Arlington, Texas on January 6,1986. Any enforcement action resulting from
this inspection will be forwarded to you under separate cover.
During this inspection, it was found that certain of your activities appeared
to deviate from a commitment made to the NRC.
This item and the refererce to
the commitment is identified in the enclosed Notice of Deviation. You are
requested to respond to this deviation in writing. Your response should be
based on thc specifics contained in the Notice of Deviation enclosed with this
'
letter.
We recommend that Public Service Company of Colorado re-evaluate their position
regarding the matter discussed in paragraph 10 of the enclosed report
pertaining to the ability of personnel to have immediate ingress into certain
safety-related~ areas during times of emergency.
