Decontamination Plan for Facilities Licensed Under Special Nuclear Material License No. SNM-21, Docket 70-25 License Condition No. 46, contained in the renewal of Energy Systems Group's Special Nuclear Material Licen::e No.. SNM-21,_ issued September F
1977, requires the licensee to submit a plan for future decontamination of the places of use authorized by the license.
A plan entitled
" Decontamination Plan for Atomics International Facilities Licensed r
under Special Nuclear Materials License SNM-21" was submitted by the referenced letter dated March 15, 1978.
Enclosure (2) to the same letter furnished cost estimates and financial arrangements for the future decontaminaticn.
Pursuant to a recent!, telephone conversation between your Mr. Norman Ketzlach and our Dr. Marlin E. Remley, it is our understanding that NRC desires to receive a Corporate commitment from Rockwell International Corporation to assure that the licensed facilities will be decontaminated as required, to permit their release for unrestricted use at the termind-tion of the license.
As indicated in Enclosure (2) to the referenced letter, most of the activities which have led to the need for decontaminating facilities whose use is authorized by SNM-21 have been performed under contract to the Department of Energy.
While we fully expect the Department of Energy to fund the required decontamination activities when needed, we understand that since the facilities are owned by Rockwell and their nuclear material use licensed under Rockwell's SNM-21 license, the Corporation has the ultimate responsibility under SNM-21 for the future decontamination of the places of use authorized by the license.
Please be assured that Rockwell will discharge its obligations under SNM-21 and will see that the aecessary decontamination is performed when required.

The total cost of decontaminating the four facilities covered by SNM-21 is $3,240,000 as indicated in Enclosure (2) to the referenced

letter.- Enclosed -is a copy-of-the Corporation's 1ast-annual report to stockholders. We believe it is perfectly clear that Rockwell has sufficient financial resources to perform the necessary decon-i tamination, even if DOE had no obligations in this regard.
