NRC-EVALUATED EMERGENCY PREPAREDNESS EXERCISE FOR

OYSTER CREEK NUCLEAR GENERATING STATION: INSPECTION

REPORT NO. 50-219/97-08

- Dear Mr. Roche:

The enclosed report documents an inspection for public health and safety, led by

Mr. W. Maler at the Oyster Creek Nuclear Generating Station, in Forked River, New Jersey,

during the week of October 20,1997. The inspection evaluated the performance of your

emergency response organization during the October 21,1997, Oyster Creek biennial

exercise. The inspectors discussed the findings of this inspection with your staff on

October 24,1997.

Ye's successfully demonstrated the ability to implement your onsite emergency plan and

thu overall performance of the emergency response organization was good. Simulated

events were accurately diagnosed and emergency declarations were timely and accurate.

Off-site agencies were notified promptly in most cases; however, an exercise weakness

resulted from inadequate turnover of the offsite notification function from the emergency

control center to the emergency operations facility. This resulted in a failure to provide

timely notification to the offsite authorities of a site area emergency declaration. An

inspector follow-up item resulted from a failure of response personnel to follow a procedure

for abnormal operation. Details of these issues and the inspection results are in the

attached report. No response to this letter is necessary,

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room.
