10 CFR Part 50 Appendix H - Extension Request for Surveillance Capsule Sumary Report By letter dated September 24, 1986, the Tennessee Valley Authority (TVA) re-quested that the staff extend the submittal date of the summary technical report dealing with the analysis of the surveillance capsule "U" for Sequoyah Unit 1. Title 10 of the Code of Federal Regulations, Part 50, Appendix H,Section III.A., requires licensees to submit a sumary report of the analyses of the surveillance capsules _ within one year of the reactor withdrawal date or receive an extension from the Director of Nuclear Reactor Regulation. (The Director of Nuclear Reactor Regulation has authorized Division Directors to grant such extensions). TVA requested a three-month extension to January 28, 1987, in submitting the summary report for the Unit I capsule.

The purpose of the reactor vessel material surveillance program is to monitor the effects of neutror. irradiation damage and the thennal environment on the reactor vessel beltline material integrity. The analysis of the surveillance capsules serves to detennine the safety margin of the beltline material asso-ciated with the pressure temperature limits as required by Appendix G of 10 CFR Part 50.

Because the Sequoyah Units are presently in cold shutdown and will not restart before January 1987 and because the current heatup and cooldown curves will be valid during this extension period, the staff has concluded that a delay of three months in the subtrittal of the TVA report dealing with the results of the irradiated capsule withdrawn from the Sequoyah Unit 1 is acceptable.
