SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATING TO REPLACEMENT OF CONTAINMENT PURGE AND VENT ISOLATION VALVES GPU NUCLEAR CORPORATION JERSEY CENTRAL POWER AND LIGHT COMPANY OYSTER CREEK NUCLEAR GENERATING STATION DOCKET NO. 50-319
- 1. 0 Requirement Demonstration of operability of the containment purge and vent valves, particularly the ability of these valves to close during a design basis LOCA accident, is necessary to assure containment isolation. This demonstration of operability is required by BTP CSB 6-4 and SRP 3.10 for containment purge and vent valves which are not sealed closed during operational conditions 1, 2, 3 and 4.

(8-inch and 12-inch valves) and Centerline (18-inch valves). Fisher Model No. 656-60 actuators (air to open, spring to close) are used on both the 8-inch and 12-inch valves. The 18-inch Centerline valves use double-acting actuactors (air to open, air to close) with an accumulator as a fail safe device. Valve opening angles for all valves are limited to 30 open (90* = full open). 3.0 Demonstration of Operability 3.1 GPU Nuclear Corporation (GPUN) has provided operability demonstration information for the purge and vent system isolation valves at their Oyster Creek Nuclear Generating Station in the following submittals: A. 3.2 Valve dynamic loads during closure from the 30 limited opening position are determined using dynamic torque coefficients based on model tests of similar butterfly valve discs. Fisher International performed model tests at their Marshalltown, Iowa, facility, from which dynamic torque coef ficients were determined for the 8-inch and 12-inch Oyster Creek valves. Modol tests used in determining dynamic torque coef ficients for the Centerline valves (18-inch) were performed by the liydro-Machinery Lab of Colorado State University, and are described in proprietary Report No. 179 by W. Rehmeyer entitled " Cavitation, Torque, and Performance Testing of a 6-inch and 12 inch Elliptical Disc and a 6-Inch Symmetrical Butterfly Valve Disc." Valve dynamic loads during closure are determined using the valve manufac-turer's torque coef ficients. Fluid velocity and the pressure drop across [ each valve at a specified disc opening angle between 0 and 30 are generated using mass conservation and mcmentum equations. Based on valve torque calculations, the stresses generated at the valve components under combined seismic and LOCA conditions were analyzed using the design rules for Class 1 valves, as detailed in Paragraph NB-3540 of Section III of the ASME Boiler and Pressure Vessel Code. - 4. 0 Evaluation 4.1 Dyr.amic Torque Coefficients (C 7 ) for the 8-inch, 12-inch and 18-inch containmer' curge and vent valves at Oyster Creer -ere developed from model testing o' similar, smaller test discs. Fisher r terr.ational performed tnese tests at its Marshalltown, Iowa. facility. Tes: - eports describing the model tests and test results were reviewed by the staff and found acceptable at the Fisher plant c- May 28 and 29, 1986.
For the 18-inch valves manufactured by Centerline, model testing was performed by the Hydro-Machinery Lab of Colorado State University. Proprietary Hydro-Yachinery Lab Report No. 179 (Ref. B) entitled " Cavitation, Torque and Performance Testing of a 6-inch and 12-inch Elliptical Disc and a 6-Inch Symmetrical Butterfly Valve Disc." The report was reviewed by the staff and found to be acceptable. 4.2 The basis for valve torque determination by GPUN is ANSI /AWA Specifica-tion C504-80. Safety ' tors of 1.5 and 3 for valve shaft in plane and out of plane with an upstrean. ' bow are used by GPUN in lieu of test data for these configurations. Inlet pressures are based on the DBA containment pressure response curves for dry and wet wells (page 11 of TDR No. 266 - Ref. A). Friction losses at fittings and valves are considered in the analysis. The staff finds the approach used by GPUN in determining valve loads acceptable. 4.3 The stress analysis for valve critical parts by GPUN uses the design rules for Class 1 valves, as described in Paragraph NB-3540 of Section III of the ASME Boiler and Pressure Vessel Code. The analysis is conservative, since the design rules for Class 2 and Class 3 valves are exceeded by those for class 1 valves. Combined seismic and fluid loads are used in the analysis with seismic loads conservatively taken at 1.5 times the specified design loads. Calculated stresses are compared to code allowable stresses, and as shown in . reference G, the allowable stresses are not exceeded by the calculated stresses. 4.4 The structural adequacy of the valve operators is demonstrated by comparing the LOCA-induced torques at different disc positions with the design torques for the operators. Table 3 of TDR No. 266 Rev. 1 (Reference A) shows that the operator design torques are not exceeded. References E and F containing Centerline and Fisher actuators closing torque data demonstrate adequate torque margin when compared to the LOCA-induced torques. 4.5 Seismic qualification has not been addressed or referenced in the information submitted. This item must be addressed under the Unresolved Safety Issue A-46, Seismic Qualification of Equipment in Operating Plants. 5.0 Summary The staff has completed review of the information submitted to date concerning operability of the 8-inch, 12-inch and 18-inch valves used in the containment purge and vent system at Oyster Creek. The staff finds that the information submitted adequately demonstrates the ability of the purge and vent valves V-27-1, 2, 3 and 4 (18-inch), V28-17, 18 (12-inch), and V23-13, 14, 15 and 16 (8-inch) to close from the 30 opening position (90 = full open) against the rise in containment pressure in the event of a DBA/LOCA. - 1. Provide cross section of valve discs and verify that they are the same as those used in the Fisher test.
Fisher provided disc data in 1991 which was confirmed via telecon on 4/11/86. For the 8" valve the diameter is 8" and the maximum thickness is 2", resulting in an aspect ratio of 4:1. For the 12" valve the diameter is 12" and the maximum thickness is 2 3/8", resulting in an aspect ratio is 5:1. Fisher in their memo of March 12, 1986 reconfirmed the aspect ratios anc the fact that the discs (8" is conventional and 12" is fishtail) are considered symmetrical. Fisher also stated in their memo that the 8" test valve had an aspect ratio of 4.57:1, which is similar to the 8" valve, and that the 4" test valve with a fishtail disc had an aspect ratio of 5:1 which is the same as the 12" valve. With respect to the Fisher / Continental valves, verify that the Fisher test report methodology and test data is applicable to these valves. Fisher in their memo of March 12, 1986 referred to Fisher Laboratory Reports as being applicable for both the 8" and 12" valves. Continental was a subsidiary and then a division of Fisher. The model numbers for the valves and actuators are Fisher model numbers. Note: March 12, 1986 memo given to Brockhaven during our meeting in Bethesda on 4/3/86. Provide spring torque vs. valve closure positions. The Centerline valves have double acting actuators (air to open, air to close) with an accumulator as a fail-safe device (added per LER 84-023). Based on a minimum supply air pressure of 60 psig, the available output torques are as follows: Disk Position Output _ Torque 30 (open) 15903 in-lbs 15* (open) 14706 in-lbs 5 (open) 12711 in-lbs 1 (open) 11514 in-lbs 0 (closed) 11286 in-lbs
7 APPENDIX REFERENCE G (Continued) The output torque values are less than those listed in TDR 266 but still result in asailable safety factors above these required by TDR 266. It should be noted that the nominal supply air pressure is 80 psig and this will result in output toroues greater than those in TDR 266 for all disc positions except for 1 open. At 1 open the output torque will be 96% of that shown in the TDR.

SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATING TO REPLACEMENT OF CONTAINMENT PURGE AND VENT ISOLATION VALVES GPU NUCLEAR CORPORATION JERSEY CENTRAL POWER AND LIGHT COMPANY OYSTER CREEK NUCLEAR GENERATING STATION DOCKET NO. 50-219
- 1. 0 Requirement Demonstration of operability of the containment purge and vent valves, particularly the ability of these valves to close during a design basis LOCA accident, is necessary to assure containment isolation. This demonstration of cpirability is required by BTP CSB 6-4 and SRP 3.10 for containment purge and vent valves which are not sealed closed during operational conditions 1,.2, 3 and 4.

The 18-inch Centerline valves use d2uble-acting actuactors (air to open, air to close) with an accumulator as a fall safe device. 3.2 Valve dynamic loads during closure from the 30* limited opening position are determined using dynamic torque coefficients based on model tests of similar butterfly valve discs. Fisher International performed model tests at their Marshalltown, Iowa, facility, from which dynamic torque coefficients were determined for the 8-inch and 12-inch Oyster Creek valves. Model tests used in determining dynamic torque coefficients for the Centerline valves (18-inch) were performed by the Hydro-Machinery Lab of Colorado State University, and are described in proprietary Report No. 179 by W. Rehmeyer entitled " Cavitation, Torque, and Performance Testing of a'6-inch and 12 inch Elliptical Disc and a 6-Inch Symmetrical Butterfly Valve Disc." Valve dynamic loads during closure are determined using the valve manufac-turer's torque coefficients. Fluid velocity and the pressure drop across each valve at a specified disc opening angle between 0 and 30* are generated using mass conservation and momentum equations. Based on valve torque calculations, the stresses generated at the valve components under combined seismic and LOCA conditions were analyzed using the design rules for Class 1 valves, as detailed in Paragraph NB-3540 of Section III of thi ASME Boiler and Pressure Vessel Code. , w*

Inlet pressures are based on the DBA containment pressure response curves for ' ' dry and wet. wells (page 11 of TDR No. 266 - Ref. A). Friction losses at fittings and valves are considered in the analysis. The staff finds the approach used by GPUN in determining valve loads ccceptable. 4.3 The stress analysis for. valve critical parts by GPUN uses the design rules for Class 1 valves, as described in Paragraph NB-3540 of Section III of th2 ASME Boiler and Pressure Vessel Code. The analysis is conservative, since the ' design rules for Class 2 and Class 3 valves are exceeded by those for class 1 valves. Combined seismic and fluid loads are used in the analysis with seismic loads conservatively taken at 1.5 times the specified design loads. Calculated stresses are compared to code allowable stresses, and as shown in reference G, the allowable stresses are not exceeded by the calculated stresses. 4.4 The structural adequacy of the valve operators is demonstrated by comparing the LOCA-induced torques at different disc positions with the design torques for the operators. Table 3 of TDR No. 266 Rev.1 (Reference A) shows that the operator design torques are not exceeded. References E and F containing Centerline and Fisher actuators closing torque data demonstrate adequate torque margin when compared to the LOCA-induced torques. 4.5 Seismic qualification has not been addressed or referenced in the information submitted. This item must be addressed under the Unresolved Safety Issue A-46, Seismic Qualification of Equipment in Operating Plants. 5.0 Summary The staff has completed review of the information submitted to date concerning operability of the 8-inch, 12-inch and 18-inch valves used in the containment ' purge and vent system at Oyster Creek. The staff finds that the information submitted adequately demonstrates the ability of the purgeiand vent valves V-27-1, 2, 3 and 4 (18-inch), V28-17, 18 (12-inch), and V23-13, 14, 15 and 16 (8-inch) to close from the 30' opening position (90* = full open) against the i rise in containment pressure in the event of a DBA/LOCA. - 1. Provide crcss section of valve discs and verify that they are the same as those used in the Fisher test.
Fisher provided disc data in 1981 which was confirmed via teleton on 4/11/86. For the 8" valve the diameter is 8" and the maximum thickness is 2", resulting in an aspect ratio of 4:1. For the 12" valve the diameter is 12" and the maximum thickness is 2 3/8", resulting in an aspect ratio is 5:1. Fisher in their memo of March 12, 1986 reconfirmed the aspect ratios ana the fact that the discs (8" is conventional and 12" is fishtail) are considered symmetrical. Fisher also stated in their memo that the 8" test valve had an aspect ratio of 4.57:1, which is similar to the 8" valve, and that the 4" test valve with a fishtail disc had an aspect ratio of 5:1 which is the same as the 12" valve.
- With respect to the Fisher / Continental valves, verify that the Fisher test report methodology and test data is applicable to these valves.
Fisher in their memo of March 12, 1986 referfed to Fisher Laboratory Reports as being applicable for both the 8" and 12" valves. Continental was a subsidiary and then a division of Fisher. The model numbers for the valves and actuators are Fisher model numbers. Note: March 12, 1986 memo given to Brookhaven during our meeting in Bethesda on 4/3/86. 1 Provide spring torque vs. valve closure positions. The Centerline valves have nouble acting actuators (air to open, air to close) with an accumulator os a fail-safe device (added per LER 84-023).
