Gentlemen:
This forwards the report of the Systematic Assessment of Licensee
Perfonnance (SALP) for the Cooper Nuclear Station. The SALP Board met on

September 9,1986, to evaluate performance of the Cooper Nuclear Station for
the period February 1,1985, through July 31, 1986. The performance analyses
.
and resulting evaluations are documented in the enclosed SALP Board Report.
,
The performance of your facility was evaluated in the selected functional areas
identified in Section IV of the enclosed SALP Board Report.
The overall performance of the Nebraska Public Power District at the Cooper
Nuclear Station indicates a high level of individual professional competence
and dedication to safety. The SALP Board did note, however, that the depth of

staffing in your nuclear organization is limited, as well as, the degree to
which your activities are spelled out in policy and procedure. The Board felt
'
that a sudden turnover of key people could have a deleterious effect on your
ability to_ operate at this same high level. You are encouraged to review your
i
organizational structure and the programs in place to carry out nuclear
activities to determine if staffing levels, succession plans, policies, and
,
'
procedures need to be strengthened.
.
Three functional areas were found to be Category 1.
These areas were plant
operations, licensing, and outages. Only one area was found to be Category 3;
this was security. There was a connon theme noted in almost all areas; this
t
was an apparent weakness in the resolution of technical issues. The ability to
assess a range of realistic solutions and to select the best one is probably related
,
i
to the organizational depth question raised above. The functional area of
'
training was judged to have improved, but the completion and implementation of
INP0-accredited programs will require strong management support and oversight
to assure that the uptrend continues. However, the area of emergency
,
l
preparedness training requires additional management attention.
You are also
encouraged to pursue the establishment of an independent, formal quality
go
i
control program. Your present system for quality control is another example of
f1
reliance on individual competence of your staff. This system was ineffective
,
I
l
in monitoring work or assuring quality in some instances of contracted tasks.

for this reporting period. Any request for a management meeting should be made
in writing within 10 days of the receipt of this report.
Any comments which you have regarding our evaluation of the performance of your
facility should be submitted to this office within 30 days of the date of
issuance of this SALP Board Report. Your coments, if submitted, and our
disposition of them, will be issued as appendices to the SALP Board Report.
Consrents which you may submit are not subject to the clearance procedures of
the Office of Management and Budget as required by the Paperwork Reduction Act,
PL 85-511.
