NRC INSPECTION REPORT 70-7002/98- 202

Dear Mr. Miller:

This refers to the fire safety inspection conducted by members of the Nuclear Regulatory Commissior ),0adquarters staff on February 2-6,1998, at the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. The inspection focused on the fire safety elements which the NRC considers critical to implementing your fire protection program commitments and to ensuring safe plant operations. At the conclusion of the inspection, the findings were discussed with the plant management and staff.

Areas reviewed during the inspection are identified in the enclosed inspection report. The inspection consisted of selective walk-through of building , examinations of procedures and records, interviews with personnel, and observations. No violations weie identified. However.

weaknesses and deficiencies were identified in your fire protection program conceming Fire Services staffing, safety assessment for the Toll Withdraw facility, the inspection of tube oil sump pump automatic start-up, and the performance of sprinkler systems. The inspectors closed three Inspector Followup Items (IFis) and opened four IFis. The facility's staff has committed to appropriately resolve these matters.

In accordance with the NRC's " Rules of Practices," a copy of this letter and its enclosure will be placed in the appropriate NRC Public Document Rooms. Should you have any questions conceming this inspection, we would be pleased to discuss them with you.

However, weaknessez and deficiencies were identified in your fire protection program conceming Fire Services staffing, safety assessment for the Toll Withdraw facility, the inspection of lube oil sump pump automatic start-up, and the performance of sprinkler systems. The inspectors closed three Inspector Followup items (IFis) and opened one Unresolved item and three IFls.

The facility's staff has committed to appropriately resolve these matters.
