Dear Mr. Quillin:
The Nuclear Regulatory Commission's Division of Industrial and Medical Nuclear Safety has begun a project to update and consolidate all existing guidance for byproduct material licensing.
This is an effort which g'ew out of our Business Process Redesign program, and which representativet from Agreement States have alreety supported with valuable contributions and participation. A description of the project, including a master Gantt Chart and supporting documents, are provided in Enclosure 1. This project was discussed previously with you during the May 13,1997, May 21,1997, and July 16,1997, conference calls.
The experience of State regulators has already proven te be highly valuable in creating current, useful documents to facilitate the licensing process. Therefore, we are seeking Agreement Etate participation to assist in developing the guidance documents, and/or to serve on management review teams. For the writing / developing teams, the participant should have knowledge of the technical subject matter e.g., well logging, irradiators, etc., and good writing skills. For the management review teams, two levels of participation are available:

Pink Teams will consist of first level managers and/or senior technical individuals, to review the draft document for technical accuracy and consistency with existing regulations, and 2.
Red Teams, consisting of so.;ior managers to review the document from a policy perspective.
I am provkiing a list of the planned NUREGs identifying resource needs and specific dat f, for development (Enclosure 2). The resource commitment for a participant on the writing / developing team has been estimated to be approximately 0.43 FTE over one year, while participation in management review (either Pink or Red teams) typically involves approximately 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of effort for review and travel. Participation on the review teams by senior staff or managers from Aeroement States affords an excellent opportunity to develop guidance which will be useful to all materials hoensees, and may prove useful in developing consistency in licensing practices.

Each NUREG will be published first as a Draft for a 90 day comment period, then revised and published in final, if the requested,43 FTE commitment is overly burdentome in view of the limited resources available, en altemative would be to provide a participant (0.25 FTE) for the development of only a draft. Participation in the development of the draft would wear to afford the greatest opportunity for meaningful in,,Jt to guidance as compared to the finalization phase. This approach would also allow for maximum porticipation with the team developing a i;
given document. However, any level of participation by Agreement State regulators would prove valuable to the project.
