ENCLOSURE-1 NOTICE OF VIOLATION Florida Power and Light Company Docket Nos. 50-250 and 50-251 Turkey Point Units 3 and 4 License Nos. DPR-31 and DPR-41 The following violation was identified during an inspection conducted on March 3-7, 1986.
The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).
Paragraph (a)(1) of 10 CFR 50.55a, states "... systems and components shall be designed, fabricated, erected...to quality standards commensurate with the importance of the safety function to be performed." ' Also, Florida Power and Light Topical Quality Assurance Report (FPLTQAR 1-76A) Section TQR 3.0, requires that a "... design control program shall ensure that the design is defined, controlled and verified..."
Contrary to the above, as of March 3,1986, procedural requirements for the supporting of safety class pipe and the assurance that the structural integrity of the system be maintained, have not been meet in that:
a.
Three sections of piping for the auxiliary feedwater pump lube oil coolers were not supported in accordance with hanger spacing require-ments, and b.
Nonsafety portions of the lute water piping to the main condenser circulaung water pump were not supported in a manner to preclude damage to afety-related portions of the piping.
This is a Severity Level IV violation.
Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violation; and (5) the date when full compliance will be achieved.
Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
