INSPECTION REPORT NO. 70 36/97-204 Dear Dr. Kaisen i

This refers to the fire protection inspection by members of the Nuclear Regulatory Commission (NRC) Headquarters staff conducted on Dacember 15 ,9,1997, at your facility in Hematite, f MO. The purpose of this inspection was to determine whether activities authorized by your license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report. A re-exit conference call was conducted with Mr. Sharkey on Fet,ruary 4,1998, and additional information was provided to us on February 6,1998.

Areas examined during the inspection are identified in the report, deveral performance 3 weaknetses were identified during the course of the inspection that appear to be directly related to the implementation of commitments contained in your Emergency Plan (EP). Those commitments involve: (1) the availability and reliability of fixed fire extinguishing equipment, (2) control of combustibics, and (3) the conduct of routine fire hazard inspections and audits. At

) pending further review of your compliance to Section 2 of your EP. Consequently, in ac6crdance with 10 CFR 70.22(d), you are required to submit to this office the current status of your compliance with Section 2 of your Emergency Plan, a schedule for completing any outstand (ng actions, and identification of any compensatory actions that may be deemed warranted during the interim. Your response is required to be submitted under oath or affirmation within 30 days of the date of this letter, in preparing your response, you should specifically address: (1) the identification of the extensive engineered safeguards used to control fire and explosion, (2) how those safeguards, including the fixed firti extinguishing equipment, are maintained available and reliable, (3) the /

identification of the administrative controls for combustibles, and (4) the performance of fire p

hazard inspecthns and audits, as described in Sections 2.1.6 and 2.1.7 of the EP. You are also requested to address what actions have been taken or are planned in order to assure that fire and life safety issues receive prompt management review and timely disposition, including 7 4 implementation of any compensatory measures needed to assure adequate safety until final- J Ad I -
