Waterford 3 SES License No. NPF-38 Submittal of Changes to Operational QA Program) which you submitted as required by 10 CFR 50.54.
Your attention is directed to 10 CFR 50.54(a)(3) and (a)(3)(i), which state:

. Changes to the quality assurance program description that do reduce the commitments must be submitted to NRC and receive NRC approval before implementation, as follows:
"(i) Changes made to the Safety Analysis Report must be submitted for review to the appropriate NRC Regional Office q
shown in Appendix D of Part 20 of this chapter; to the Resident Inspector; and to the Document Control Desk, U.S. Nuclear Regulatory Commission, Washington, D.C.
20555."
You are requested to subsequently submit all changes which reduce commitments to Region IV.
