SUBJECT:

REVIEW 0F LICENSE AMENDMENT APPLICATION DATED MAY 23, 1986, AND ITS SUPPLEMENT DATED SEPTEMBER 25, 1986 BACKGROUND GA Technologies, Inc. (GA), by application dated May 23, 1986, and its supplement dated September 25, 1986, requested authorization to change its organizational structure as follows:

1. Combine the functions of the Corporate Secretary and Director of Human Resources related to the administration of the safety, licensing, and compliance programs under the Director, Human Resources, through the new position of Licensing and Nuclear Compliance.
2. Combine all safety-related functions (nuclear safety, health physics, and industrial safety) as well as licensing and nuclear material control under Licensing and Nuclear Compliance.
3. Establish the minimum qualifications for the Manager, Licensing and Nuclear Compliance.

In the previous organization, the Manager, Licensing and Nuclear Material Control, and the Manager, Nuclear Safety, reported to the Secretary while the Manager, Health Physics reported to the Director, Human Resources, through the Manager, Health Physics and Safety Services.

DISCUSSION A. Licensing and Nuclear Compliance Under the new organization, all functions responsible for compliance and safety are consolidated under the Director, Human Resources, through the Manager, Licensing and Nuclear Compliance. This obviates the necessity for the " dotted line" reporting relationship that had existed between Health Physics and Safety Services and the corporation's Secretary. The reporting chain'for daily operations (health physics and safety services) was to the Director, Human Resources; in matters of company policy, to the Office of the Secretary. The consolidation should improve the communications and control of the safety-related and compliance functions. GA Technologies, Inc. SER 2 the organization as the other safety-related functions should provide better assurance that the industrial aspects of GA's licensed activities are appropriately and adequately reviewed.

Since the Manager, Licensing and Nuclear Compliance, is responsible for all safety-related functions, his minimum qualifications include (1) an accredited 4 year college degree in science, engineering, or other related field, and (2) a minimum of 2 years applicable work experience and/or training in nuclear industry management, and (3) a knowledge of nuclear safety and health physics.

The Director, Human Resources, has all the safety-and SNM-696 license-related responsibilities formerly divided between him and the Corporate Secretary. This position reports to the President of GA as did the two referenced positions in the past. The incumbent must have at least 5 years of a high level general management nature in nuclear industry management.

B. Nuclear Criticality Safety The Manager, Nuclear Safety, has the same responsibilities and minimum qualifications as before. The Health Physics Technicians (under the Manager, Health Physics) continue to provide nuclear safety monitoring services for the Manager, Nuclear Safety. Since both managers report to the Manager, Licensing and Nuclear Compliance, control of the performance of the technicians in nuclear safety monitoring functions is more direct than it was under the previous organization in which the nuclear safety and health physics functions were not in the same reporting chain. Therefore, nuclear criticality safety controls should be improved.

C. Radiation Safety The responsibilities of the Manager, Health Physics, and the minimum qualifications for the position remain the same. Since the health physics functions are part of the Licensing and Nuclear Compliance Group as are all other safety-and license-related functions, coordination between all the safety functions and licensing activities should be improved.

D. Environmental Effects

, There is no requested change to the environmental protection requirements J

for the facility. The requested changes are administrative and

- organizational. Therefore, in accordance with 10 CFR 51.22(c)(11),

neither an Environmental Assessment nor an Environmental Impact Statement is necessary for the proposed action.

GA Technologies, Inc. SER 3 OCT 2 01906 E.. General The application dated May 23, 1986, and its supplement dated September 25, 1986, were discussed with Mr. B. L. Brock, Region V Facility Inspector, on October 9, 1986. He foresaw no safety or environmental problem with the requested authorization.

CONCLUSION Issuance of the amendment authorizing the requested changes in organization is recommended.
