Enclosure 4: Summary Table June 23, 2020, Workshop on Spent Fuel Performance Margins 1

Topic Recommendation Lead Problem Statement (short)

Requested Regulatory Product Next Milestone Gross Rupture Thermal Margins VII-3 IV-1, IV-2, IV-3, IV-4, IV-5 NEI NEI Current guidance on gross ruptures has led to difficulties in fuel selection and appropriate loading in transportation packages and dry storage systems Ensure gross rupture does not happen; ensure compliance with 10 CFR 72.122(h); incorporate results of EPRI PIRTs to focus on inputs that matter most.

Define fuel performance metric (e.g., temperature, stress, combination of both).

Establish modeling techniques to meet performance metric and create best practices (margin, inputs).

(This activity will address White Paper Recommendations IV-1 through IV-5.)

Topical Report / NRC endorsement Topical Report / NRC endorsement Establish Steering Committee to align on expert panel, and objectives (Timeframe??)

Pre-PIRT Regulatory and Operating Experience Assessments (July - Sept 2020)

Gross Rupture & Alternate Fuel Performance Metric Expert Panels Conducted (July - Sept 2020)

Gross Rupture & Alternate Fuel Performance Metric Expert Panel Report (Q1 2021)

Identify the current issues for industry with the implementation of the current best practices guidance (July ??)

Relying on PIRTs, develop and submit industry guidance (topical report) for NRC review and approval, including (addresses recommendation IV-2) (Q1 2021):

o actionable definition of gross rupture and related fuel cladding integrity performance metrics o greater flexibilities with more accurate decay heat models o realistic ambient temperature measurements vs. upper bound assumptions o graded approach for mesh convergence

Topic Recommendation Lead Problem Statement (short)

Requested Regulatory Product Next Milestone Shielding Review Approach Graded Acceptance Reviews III-3, V-1, V-2, VI-1, VI-2 II-1 NRC NRC Identify and evaluate transformative approaches and develop review guidance based on known conservatisms and appropriate level of review within the defined source terms.

Should applications be assigned varying levels of NRC review based on incorporated risk insights?

Update NUREG-2215 Revisions to (or New)

Review Guidance Seek Industry feedback (July)

Develop project plan for implementation Risk tool completion (July)

Develop preliminary procedure to pilot the risk tool and implement (Q4)

WG will evaluate the effectiveness of the risk tool and results will be made public at future public meetings
