This is in response to the letter of May 2,1986 from R. Converse of your staff to Dr. Murley of this office transmitting the scenario for the partial-scale exercise scheduled for June 18, 1986. We have reviewed the exercise package and provide the enclosed comments. These comments were discussed with Mr. A. Zaremba of your staff by telephone on May 27, 1986 by Mr. W. Thomas of my staff.

JAMES A. FITZPATRICK NUCLEAR POWER PLANT SCENARIO REVIEW Objectives

1. It is not clear how general objectives 6.a and 6.b will be met when the scenario does not include an offsite release. The lack of offsite data also detracts from the scenario realism with respect to confirming dose projections.
2. The use of actual in-plant radiological conditions will not challenge the decision making process for limiting exposure of emergency workers in an accident situation (Objective 8.a).

Plant Parameter Data

1. Plant Parameter Sheet #1, which gives the initial conditions, indicates Standby Gas Treatment Train B is not in service. Plant Parameter Sheet
  1. 3 indicates Train B is in service. Is the starting of Train B the result " an automatic function or the anticipated action of Control Room personn Controller Messages
1. Message #2 at time 0830 is issued by the Lead Controller to the Control Room and states "a burning odor is reported in the "A" side of the Euergency Diesel Generator Electrical Switchgear Room." This report shouid originate from the Switchgear Roon.
2. Message #3 at 0835 as issued to Control Room personnel is a prompt. The fact that the "EDG fail to load 10500 bus due to damage from the fire" should be discerned from available parameters. The status of the EDG in this message is not consistent with the standby status given in the 0835 plant parameter data sheet.
3. Message #4 - a note should be continger.cy message stating no offsite fire fighting assistance is required.

4 Controller Sheet 30 at 1050 states the "B" and "D" EDG start but trip.

This does not appear to be consistent with the plant parameter sheets that indicate the EDG have been running unloaded since 1015.

5. Message #66 at 1355 appears to prompt the players about the source of reserve power being available upM closing the 10012 and 10022 breakers.
6. Message #67 at 1400 should only be given if the repair team efforts have been effective in restoring the 10500 bus.
