3. R. M. Bernero's letter to S. A. White dated August 15, 1986 This letter is to confirm actions agreed to during TVA's May 18, 1988 meeting with the NRC staff on the BFN PRA. As stated in NRC's meeting summary (reference 1), the Staff's major concern for Unit 2 restart is whether the BFN plant is an outlier in terms of core melt frequency when compared to similar plants of similar vintage. To address this concern TVA hereby confirms the commitments made in the May 18, 1988 meeting to provide a summary document to the NRC by August 30, 1988 which:
a. Provides the rr.tionale for concluding that the revised PRA will conservati'ealy reflect the configuration of Unit 2 at the time of restart,
b. Summarizes the changes made between the January 1986 draft PRA reviewed by the staff in its October 1, 1987 letter and the September 1987 versien. '

As indicated by NRC in reference 1, the development of NRC guidance concerning the performance of an Individual Plant Examination (IPE) is still underway.

Based on discussions with NRC-OSP management on this subject during the May 18, 1983 meeting in Rockville, Maryland, an agreement was reached that the j commitment by TVA in reference 2 to apply the IDCOR Individual Plant Evaluation Methodology (IPEM) to BFN prior to unit 2 restart is no longer considered appropriato by NRC. This commitment was made by TVA in response to issues to BFN severe accident characteristics discussed in reference 3.

By this letter, TVA f ormally withdraws the IDCOR IPEd application commitment made to the NRC in reference 2. Restert issues related to BFN severe accident characteristics will be satisfied by submittal of the above information, n
