PROCESS CONTROL PROGRAM - PILGRIM NUCLEAR POWER STATION

REFERENCE:

TAC Number 63011 By letter dated May 14, 1985 you requested a Technical Specification amendment revising the Padiological Effluent Technical Specifications (RETS). This-request was to assure compliance with Section V of Appendix I of 10 CFR 50.

Your submittal indicated that the methods used to accomplish the processing and packaging of solid radioactive waste are addressed by plant procedures rather than oroviding a Process Control Program (PCP) as defined in the standard Technical Specifications.

By letter dated August 30, 1985 the NRC staff issued Amendment No. 89 to Facility Operating License No. DPR-35 for this Pilgrim Nuclear Power Station.

The staff accepted the use of plant procedures in lieu of a PCP as documented in our Safety Evaluation supporting Amendment No. 89.

Subsequently the NRC staff requested that the plant procedures used to incorporate the intent of a PCP be made available for review. In response to this request, we met with members of your staff at the Pilgrim site on October

7 and 8, 1987 to review the following plant operating procedures that
incorporate the intent of a PCP

4 (2) Procedure 6.9-211, Rev. O, dated January 16, 1987, "10 CFR Part 61 Sampling" (3) Procedure 6.0-160, Rev. ?, dated April 23, 1987, "Shipment of Radicactive Waste"

Resin" Based on our review of the above procedures, we find tiat they meet (11 the intent of Pilgrim Technical Specification 6.8; (2) the.cu* rent NRC guidelines delineated in SRP Section 11.4 and therefore, are acceotable for use when processing and packaging solid waste.

It should be noted that the acceptability of the procedurally addressed PCP for the Pilgrim Nuclear Power Station is based on currently available cuidelines.

Pevised PCP quidelines incorporating the requirements of 10 CFR 61 are scheduled to be available in tne near future. The need for subsequent revisions to procedures and staff review will be indicated at that time.

This completes our action related to the above referenced TAC number.
