INDUSTRY PROGRESS ON COMPLETION OF YEAR 2000 READINESS PROGRAMS On June 15,1999, NRC staff met with representatives of the Nuclear Energy institute (NEI) to discuss the status of the nuclear power industry's Year 2000 (Y2K) readiness programs at all 103 operating nuclear power plants. A list of attendees is enclosed.

Each licensee plans to respond to Supplement 1 to Generic Letter 98-01, " Year 2000 Readiness of Computer Systems at Nuclear Power Plants," dated January 14,1999. This supplement provides a voluntary alternative to the original generic letter. Specifically, each licensee shall provide information to the NRC by July 1,1999, on overall plant Y2K readiness in addition to information on the readiness of those systems within the scope of the facility license and NRC regulations. This information will assist the NRC staff in determining the Y2K impact on the ability of a plant to support the nation's electrical power infrastructure.

l The industry spokesmen stated that no Y2K-related plant safety concerns have been identified

at imy nuclear power plant. In addition, they said that all but about 20 plants will have l

completed Y2K readiness activities on systems within the scope of the license and regulations and systems necessary for plant operation by July 1,1999. These 20 plants have completed nearly all their Y2K activities, with work on only a small number of systems and components to be completed. They ( an to complete readiness activities by November 30,1999.

Typical issues to be resolved include upgrading of digital feedwater control systems, modification of safety parameter display systems, and improvements to security systems.

Schedular delays are generally attributable to waiting for a vendor delivery or for a sc%culed

outage to make a modification. Contingency plans are being developed by each licensee to ensure that unanticipated events can be properly addressed.

j The staff discussed recent NRC Y2K activities related to power reactors. The status of j' o l

contingency plan audits and inspector reviews at all 103 power reactors operating in the United l

States was summarized. NRC staff plans for reviewing Generic Letter 98-01 responses were also presented.

l Based on the information presented and the staff's independent observations 19 date, it appears that the industry is actively engaged in addressing the Y2K problem. It is expected that all licensees wili be Y2K-ready well before the Y2K transition.

Copies of this schedule and other public NRC documents related to Y2K issues (including the NRC Y2K contingency plan, SECY-99-134, and the policy for enforcement discretion Cornmission paper, SECY-99-135, both dated May 18,1999) were provided to attendees of this meeting. Subsequent to the meeting, the staff responded to questions raised by members of the public who were in attendance.

Determine need for regulatory action for plants not Y2K ready 9/30 Staff & industry projections are that about 80% of all plants will be fully ready by July 1 Remaining plants (about 20 units) are expected to be over 95% ready by July 1, but each unit will have a few remaining items to complete.

- About 1/2 expected to be fully ready by Sept 30 and remainder by November 30 Typical delays involve only a few components or systems and may be due to awaiting delivery of component or a plant outage to make repair Identification ofincomplete items and schedule to be provided in GL 98-01 response Staff will provide increased scrutiny of plants not fully ready. Level of regulatory oversight will be on a case-by-case basis.
