Response to PECO Letter of January 29, 1988 This letter is in response to Mr. Austin's letter of January 29, 1988 fo rwa rd-ing Mr. Pate's (INPO) January 11, 1988 letter to Mr. Harrison of the PECO Board of Directors.
We note that Mr. Pate's concerns involving poor perfor-mance at Peach Bottom encompass a number of issues which have already been identified and are being reviewed by the NRC.
As an example, improper actions by operators which led to the shutdown have been the basis of ongoirig NRC enforcement conferences with the involved licensed operators.
Nonetheless, we expect that you will be evaluating all areas of concern to Mr. Pate and that you will be formally responding to him with regard to INP0 conclusions and recommendations.
Such responses can be material to the NRC's deliberations regarding any restart of the Peach Bottom units; thus, we request that any information which PECO provides INP0 in response also be provided to this office.
Resolution of any INP0 issues which are not already included in PECO's restart plan should be incorporated into the revised schedule which as indicated by your letter of February 12, 1988 you plan to submit in April 1988.
- Further, the INPO letter indicates plans for plant and corporate evaluations prior to the startup of the first Peach Bottom unit.
The NRC should be apprised by PECO of the results of those evaluations.
