NRC INTEGRATED INSPECTION REPORT 50-321/97-05. 50-366/97-05 AND
Dear Mr. Sumner:
On June 28. 1997, the NRC completed an inspection at your Hatch facility. The
'
enclosed report presents the results of that inspection.
!
During the six-week period covered by this inspection report, your conduct of
activities at the Hatch facility was generally characterized by safety-
conscious o)erations, sound engineering and maintenance practices.
We are
'
concerned.10 wever, about a violation of NRC requirements that we have
identified.
The violation is of concern due to the continuing radiological
and contamination control deficiencies and recently identified Radiation Work
Permit' inadequacies identified during this inspection which resulted in the
unnecessary contamination of Jersonnel and equipment at your facility.
In
particular we are concerned tlat your actions to address poor radiological and
contamination control issues identified during previous inspections and
documented in Inspection Reports 50-321. 366/96-05, 96-06, 96-13, 96-15 and
97-02 may not have been effective.
You are encouraged to review the
circumstances surrounding these deficiencies and assess the adequacy of your
corrective actions.
The violation is cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violation are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response.
The NRC will use your response, in part to

determine whether further enforcement action is necessary to ensure compliance
l
with regulatory requirements.
