Subject: Routine Safety Inspection 50-336/88-02 (1/1/88 - 2/8/88)

This transmits the report of the resident inspection of Millstone 2 from January

1 - February 8,1988. The inspection findings have been discussed with Mr. S. Scace

and Mr. J. Keenan of your staff.

No violations were cited, and no reply to this

letter is required.

This inspection notes, in report Detail 8.3, three events involving electrical

power losses in individual vital buses. No associated significant safety inade-

quacies were identified.

Nonetheless, we wish to specifically call these events

l

to your attention as a performance aspect which could be improved.

We also noted instances of improved facility performance. One was the upgraded

training and examination program for non-destructive testing (NDT) analysts in-

volved in steam generator tube Eddy Current Testing (ECT). Another was improved

performance in installing steam generator nozzle dams through careful preopera-

tional testing and detailed training.

This, along with the use of remote manipu-

lation equipment for tube pulling and NDT inside the Steam Generator Primary Chan-

nel Heads, contributed significantly to the lowering of personnel radiation ex-

posure during the refueling outage.
