This is to acknowledge receipt of your letter of Jur.e 14, 1988, which transmitted Revision 86 of the 819 Rock Point Plant Site Emergency Plan.

This letter was received in our office on June 16, 1988.

Our review cf the emergency plan included changes in Chapter 5, Organizational Control of Emergencies; Chapter 9, Recovery; and Appendix A, Letters of Agreement.

In Chapter 5, Page 4, No. 9.A part of the sentence was omitted.

This sentence identified one of the actions which the Site Emergency Director (SED) cannot

' delegate to the staff. The sentence should have read, as in the Revision 82 submittal, "A. Classification of the emergency, until properly relieved by the E0F Director and activation of the emergency plan." The underlined portion of the sentence was omitted. -Also in the same Chapter, Page 5 of 25, under b.

Tet.hnical SU) port Center Staff, No. 3 and No. 7 should be reversed in order, to list the Engineering and Maintenance (E&M) Superintendent as the second alternate to the SED and the Planning and Administrative (P&A) Superintendent as the third alternate to the SED. The newly reviseo order for primary alternates to the SED as listed on Page 3 of 25, Revision 86, stated that the E&M Superintendent will be the second alternate to the SED with the P&A Superintendent as the third alternate. The change recomended will then reflecc consistency in the plan.

These recommended emergency plan changes were discussed by telephone between Ms. M. Hobe, Emergency Preparedness Coordinator at Big Rock Point, and Mr. J. Patterson of my staff on June 24, 1988. An agreement was made for the licensee to submit these changes to our office for approval by October 1, 1988.

We have no further questions with the changes made in Chapter 9 and in Appendix A, Letters of Agreement. Our review indicated that the changes made in Chapter 9 Recovery, have improved on the previous submittal and provided more guidance and criteria for the licensee to follow in defining the recovery stage of the emergency and what actions to take for reentry activities.

Please be reminded thht 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decreare the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval.
