OF MAY 24,1999, MEETING WITH COMMONWEALTH EDISON COMPANY REGARDING RERACK OF SPENT FUEL POOLS AT BRAIDWOOD AND BYRON STATIONS

' As announced on May 3,1999, a meeting was held with Commonwealth Edison Company (Comed, the licensee) on May 24,1999, at NRC Headquarters, to discuss technical issues related to the proposed rarack of the spent fuel pools at Braidwood and Byron Stations. Holtec intemational, the vendor for the new storage racks, also attended to present various technical issues. Enclosure 1 is a copy of the attendance list. Enclosure 2 is a copy of the handouts and overheads.

The topics included the following:.1) the effects on plant systems of the inciaisse in storage capacity; 2) personnel exposure during the rerack activities, including as low as reasonably achievable (ALARA) practices; 3) considerations of moving heavy loads; and 4) seismic analysis.

Comed also discussed the review schedule. In order to support plant operations, Comed requested that the review be completed before February 2000. Comed stated that they must begin plant modifications in February 2000 in order to complete the modifications and subsequent receipt of new fuel in time for the ninth refueling outage for Byron, Unit 1, which is-

scheduled to begin in September 2000.

For a comprehensive ' validation, problems are chosen to test various aspects of the code.
