Gentlemen:

This refers to the routine safety inspection conducted by Mr. Z. Falevits

of this office on April 4-6 and May 3,1988, of activities at LaSalle County

Station, Units 1 and 2, authorized by NRC Operating Licenses No. NPF-11 and

No. NPF-18 and to the discussion of our findings with Mr. G. J. Diederich and

others of your staff at the conclusion of the inspection. This inspection was

conducted to review the drywell temperature monitoring program.

The enclosed copy of our-inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required. This inspection showed that you have failed to adequately carry

out past commitments to the NRC and the tasks associated with the drywell

temperature monitoring program. Specifically, some of the required temp-atures

were not taken and submitted to engineering for evaluation; and a Special Report

. required by Technical Specification 3.7.7 a was not submitted within the

required time frame. Previous Inspection Reports No. 374/86018 and

No. 373/85026 contained similar violations.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
