j On July 15,1997, Edison provided a non-emergency, twenty-four hour notification to
{
the NRC reporting the discovery of a condition that was not in strict conformance with j
our physical security plan (PSP) (NRC Operations Center Log 32629). In accordance j
with the requirements of License Condition 2.G of License Nos. NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this letter provides the required 14 day l
follow-up report.
Section 7.2.3.2 of the San Onofre PSP requires Edison to provide the capability for 3
continuous radio communication, either directly or through an intermediary, to local law i
enforcement authorities (the FBI and the US Marine Corps). Edison relies on the i
USMC at Camp Pendleton as an intermediary for continuous radio communication (the l
USMC system serves as a radio repeater for communication with the FBI). On or about June 30,1997, the USMC permanently implemented a change to their radio i
communication system to require encrypted transmissions. With this change, the
-l USMC radio system is no longer compatible with the San Onofre radio equipment. On l
July 14,1997, at about 1430 PDT, Edison Management concluded this change to the USMC radio system caused the SONGS radio system to no longer comply with section 7.2.3.2 of the PSP.
4 From March,1997 through June 30,1997, the PSP required surveillance testing noted intermittent radio failures when contacting the USMC. However, through June 29, 1997, although communication with the USMC was not always available, the USMC system continued to provide the repeater function and all FBI communications checks were completed satisfactorily. Edison believed these radio failures were caused by either intermittent non-Edison equipment operation or equipment failure. On or about June 30,1997, the USMC terminated the repeater function and radio communication with the USMC and the FBI was no longer available. On Ju!y 14,1997, Edison p

Document Control Desk July 25,1997 On July 15,1997 Edison provided alternate communication with the FBI using a cellular telephone. On July 17,1997, Edison also added a temporary radio system. These attemate communication measures will remain in place until a permanent solution can be arranged. Due to the continued availability of commercial telephone service, Edison believes there was no safety significance to this occurrence.
