FIRST TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM (TAC 56249)

RE: LIMERICK GENERATING STATION, UNIT 1 By letter dated October 23, 1985, you submitted your first ten-year interval Inservice Inspection (ISI) Program Plan (Document No. 8031-P-500 with applicable drawings) and your Augmented Inservice Inspection Progran (AISI)

(Document No. 8031-P-501) for Linerick Unit 1. Your submittal satisfied License Condition 2.C.(7). Additional information was provided by your letters of August 14, 1986 January 30, 1987 (which submitted Revision 2 to the ISI and AISI Programs) and August 11, 1987 (which submitted Revision 3 to the ISI and AISI Programs). The submittals included requests for relief from the ASPE Code requirements which you determired to be impractical to perform.

We have reviewed your ISI and AISI Programs for Limerick Unit I with the assistance of our contractor Idaho National Engineering Laboratory, and have concluded that the programs are acceptable and in compliance with the l requirements of 10 CFR 50.55 a(g . Our safety evaluation and the contractor's TechnicalEvaluationReportITERl,areattachedasenclosures1and2. We also have concluded that for each of the relief requests: 1) you provided adequate -

justification for not being able to fully comply with the Code requirements.

2) the alternate examinations you proposed will ensure an acceptable level of '

inservice structural integrity and, 3) except for the three reactor pressure vessel shell welds, the requested relief should be granted. With respect to the three pressure vessel welds (request nos. 2.4.1, 2.4.2, and 2.4.3), the staff is generically reviewing the examination of pressure vessel welds with the BWR Owners Group. These three relief requests will be reviewed as part of the generic assessment; according the requested relief for three items remains pending, i

I With respect to our Safety Issues Management System (SIMS), the requirement was to submit an ISI Program. License condition 2.C.(7) was fully satisfied

! by your submittals. Since we have determined that your ISI program is j ecceptable, this issue is considered as implemented for Limerick Unit 1.

i Furthermore, we have verified that the ISI program has been acceptably implemented as part of our inspection program (e.g., Inspection Report j 50-3S2/87-15 dated July 1,1987).
