This refers to the inspection conducted by Messrs. A. R. Johnson and

T. O. McKernon during the period February 16-19, 1988, of activities authorized
by NRC Operating License NPF-71 and Construction Permit CPPR-129 for the

South Texas Project. Units 1 and 2, and to the discussien of the findings with-
Mr. J. T. Westermeier and other members of your staff on February 19, 1988.
Areas examined during the inspection included a review of preoperational program
,

procedures for Unit 2.
Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspectors. The inspection findings are

documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were identified.
