OPERATIONAL SAFETY TEAM INSPECTION REPORT NO. 50-346/87-24

This letter forwards the report of the Operational Safety Team Inspection

(OSTI) conducted by Mr. L. Norrholm and other NRC personnel during the

period September 28 through October 9, 1987, of activities at the Davis-Besse

Nuclear Power Station, Unit 1, authorized by NRC Operating License No. NPF-3

and to the discussion of our findings with you and other members of your

staff at the conclusion of the inspection.

The inspection consisted of an examination, on a sampling basis, of activities

in the areas of operations, maintenance, surveillance testing, safety review,

committee activities, QA and corrective action systems.

To further assess

your operational performance the inspection team spent over 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in

continuous shift coverage during the inspection.

Iheinspectionteamfoundfundamentallysoundproceduresandpracticesin

place at the plant. The significant strengths identified by the team are

summarized in the attached inspection report.

These are attributable in many

cases to the conscientious plant personnel who are carrying out the functions

inspected.

The weaknesses identified center primarily around the operations department.

Mid-level management reviews and supervision appear to have been sporadic in

recent months.

In addition, the volume of administrative tasks assigned to

shift supervisors appears large. This problem is compounded by his need to

perform detailed reviews of work packages due to frequent instances of finding

technical problems,
