The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by Louisiana Power and Light Company (the licensee) dated December 11, 1987, as supplemented December 22, 1987, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; 8.
The facility will operate in conformity with the application, i
the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; i
D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C(2) of Facility Operating License No.
NPF-38 is hereby amended to read as follows:
(2) Technical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised through Amendment No. 31, and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.
3.
This license amendment is effective as of its date of issuance.

INSTRUMENTATION FIRE DETECTION INSTRUMENTATION LIMITING CONDITION F'OR OPERATION-3.3.3.8 As a minimum, the fire detection instrumentation for each fire detec-tion zone shown in Table 3.3-11 shall be OPERABLE.
APPLICABILITY: Whenever equipment protected by the fire detection instrument is required to be OPERABLE.
ACTION:
With any, but not more than one-half the total in any fire zone a.
Function A fire detection instruments shown in Table 3.3-11 inoperable except for the annulus, restore the inoperable instrument (s) to OPER-l ABLE status within 14 days or within the next I hour establish a fire watch patrol to inspect the zone (s) with the inoperable instrument (s) at least once per hour, unless the instrument (s) is located inside the containment, then inspect that containment zone at least once per 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> or monitor air temperature at least once per hour at the locations listed in Specification 4.6.1.5.

SURVEILLANCE REQUIR2MENTS 4.3.3.8.1 Each of the above required fire detection instruments which are accessible during plant operation shall be demonstrated OPERABLE at least once per 6 months by performance of a CHANNEL FUNCTIONAL TEST.
Fire detectors which are not accessible during plant operation shall be demonstrated OPERABLE by the performance of a CHANNEL FUNCTIONAL TEST during each COLD SHUT 00WN exceeding 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> unless performed in the previous 6 months.
4.3.3.8.2 The NFPA Standard 720 supervised circuits supervision associated with the detector alarms of each of the above required tire detection instruments which are accessible during plant operation shall be demonstrated OPERABLE at least once per 6 months.
Circuits which are not accessible during plant opera-tion shall be demonstrated OPERABLE during each COLD SHUTOOWN exceeding 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> unlesa performed in the previous 6 months.

4.3.3.8.4 Each of the resistor wires required by Table 3.3-11 shall be demonstrated OPERABLE at least once per 6 months by verifying the proper wire resistance.
