l A general description of the revision and its bases are included in Attachment A. A copy of the ravised QA Topical Report is included in Attachment B. A copy of the affected Zion Technical Specification pages, marked-up to show transition verbiage, is included in Attachment C.

It is Comed's position that these changes do not reduce commitments and do not require approval by the NRC prior to implementation. Comed will implement the changes immediately.

General Description of Changes 1

o Chanoes to Sections 5 and 17 of the Comed QA Topical Report Description and Basis of the Current Requirement The Administrative Controls Sections of the Zion Technical Specifications (Section 6) contain requirements for the technical review and control of procedures and programs, temporary procedure changes, and retention requirements for plant operating records. The bases for thece requirements are found in the Code of Federal Regulations and various Regulatory Guides and Industry Standards.

Description of the Change The change transfers these requirements from Zion's Technical Specifications to the Comed QA Topical Report (QATR). Specific transfers are as follows.

1. Zion Technical Specification Section 6.2.3 is transferred to QATR Section 5, Article 3.3.1.
2. 2. ion Technical Specification Section 6.2.4 is transferred to QATR Section 5, Article 3.3.2. X
3. Zion Technical Specification Section 6.5.1 is transferred to QATR Section 17, Article 3.10.1.
4. Zion Technical Specification Section 6.5.2 is transferred to QATR Section 17, Article 3.10.2.

Because the wording in the Zion Technical Specification was not identical in all cases to that already contained in the QATR, some minor editorial changes were a necessitated in the transfer. The changes are noted on marked-up copies of the Zion Technical Specifications contained in Attachment C.

Bases for the Change These administrative control requirements were transferred from the Zion Technical Specifications to meet an administrative commitment resulting from the Zion Technical Specification improvement Program.

Impact of the Change The change has no impact on quality or nuclear safety because all of the requirements remain the same, only their location has changed.
