X 2/22/99 COMMENT RESOLUTION in their vote sheets, Chairman Jackson and Commissioners Dicus, Diaz, and Merrifield approved the staffs recommendation and some provided additional comments. Commissioner McGaffigan approved in part and disapproved in part. While approving the staffs recommendation to proceed with this rulemaking, he believed it should not be a stand-alone rulemaking initiative because of the need to integrate it with other decommissioning rulemaking j

efforts. Subsequently, the comments of the Commission were incorporated into the guidance to staff as reflected in the SRM issued on June 29,1999.
