PEACH BOTTOM ATOMIC POWER STATION (PBAPS), UNIT 2, PROPOSED ALTERNATIVE PLAN FOR EXAMINATION OF REACTOR PRESSURE VESSEL SHELL CIRCUMFERENTIAL WELDS (TAC NO. MA3411)

Dear Mr. Edwards:

I By letter dated April 2,1998, as supplemented by letter dated August 12,1998, PECO Energy Company (the licensee) requested approval of an attemative plan for examination of longitudinal and circumferential welds of Peach Bottom Atomic Power (PBAPS), Unit 2. The request for approval of an altemate plan for reactor pressure vessel (RPV) examination of longitudinal welds was addressed in a separate action. This action addresses the licensee's request for an attemative to performing the RPV circumferential shell weld examination requirements of both the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI,1980 Edition, with the Winter 1981 Addenda (inservice inspection), and the augmented examination requirements of 10 CFR 50.55a(g)(6)(ii)(A)(2), for the PBAPS, Unit 2.

l The altemative was proposed pursuant to the provisions of 10 CFR 50.55a(a)(3)(i) and is consistent with information contained in the NRC Information Notice (IN) 97-63, Supplement 1

" Status of NRC Staff Review of BWRVIP-05," dated May 7,1998.

In IN 97-63, Supplement 1, the staff indicated that it would consider technically justified attematives to augmented inspection requirements of 10 CFR 50.55a(a)(3)(i). Technically justified attematives would be considered for inspection delays of up to two operating cycles for BWR RPV circumferential welds examination only.

The staff has reviewed the licensee's request and determined that, based on the materials in the circumferential welds, the PBAPS, Unit 2 RPV will have less embrittlement than that determined in the staffs reference case and the conditional probability of vessel failure is expected to be less than or equal to that estimated in the staffs conservative assessment of the reference case.

Additionally, the staff finds that the low inadvertent high pressure injection potential, operator training, and plant-specific procedures provide a basis to cunclude that the non-design-basis cold l

overpressure transient is unlikely to occur during the requested delay period (two operating cycles of PBAPS, Unit 2).

Edwards Accordingly, the staff concludes that the proposed alternative to delay by two operating cycles the examination of circumferential welds at PBAPS, Unit 2 provides an acceptable level of quality and safety. Therefore, the proposed alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(i).

The staff's safety evaluation supporting the above conclusions is enclosed.
