SUBJECT: NRC INSPECTION REPORT 50-483/98-24 AND NOTICE OF VIOLATION

Dear Mr. Randolph:

From October 26-30,1998, a routine fire protection inspection was conducted at your Callaway
1
{
Plant reactor facility. At the conclusion of the inspection, the results were discussed with you
l
'
and your staff. The enclosed report presents the scope and results of that inspection.
]
In general, our inspection found that the fire protection program was effectively implemented.
i
However, the inspection also identified one violation with two examples of not implementing
'
portions of the approved fire protection program as required by Operating License Section
2.C(5)(c). One example involved not initiating a fire protection impairment permit or
compensatory actions for an inoperable fire door and the other example involved not including
several required fire-rated assemblies in your administrative procedures, including control room
fire doors, elevator doors, and dumbwaiter doors.

The NRC has concluded that information regarding the reason for the violation, the corrective

actions taken and planned to correct the violation and prevent recurrence are adequately

addressed on the docket in the enclosed inspection report. Therefore, you are not required to
j
respond to this letter unless the description therein does not accurately reflect your corrective
actions or your position. In that case, or if you choose to provide additional information, you
should follow the instructions specified in the enclosed Notice.
,
One unresolved item was identified regarding the potential for fire-induced circuit failures to
i
prevent the operation of equipment required for safe shutdown in the event of a fire that
l
requires control room evacuation. We will need to review further your evaluation regarding the
'
survivability of components following spurious actuation to ensure that your alternative
shutdown capability is consistent with your licensing basis.
,
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
