Thank you fo'r'proViding IEN Engineering a copy of the seco'nd draft of the subject Draft Infoiilation Notice'for comments. Below, please ' find several comments on the subject Draft Information Notice by the Fairbanks Morse Owners' Group.

Comment 1  ;

The Draft Information Notice identifies that Vermont Yankee, Millstone Unit 2 and Crystal River have experienced leaks in the lube oil and jacket cooling water system piping of their Fairbanks Morse EDGs. I am not aware of leaks in the jacket cooling water system piping resulting from degraded or partial penetration welds on the diescl generators of these plants. Crystal River found partial penetration welds on the new cooling water system piping for their planned upgrade of the engines -(this upgrade was cancelled). However, it is my

. understanding there were no leaks found in this piping.

It is recommended the reference to leaks in the jacket cooling water system piping for these three operating units be removed from the verbiage in the Draft Information Notice.

Comment 2 The first full sentence on the last page of the Draft Information Notice reads "Therefore licensees should not assume that the successful completion of the l- startup and preoperational test programs will ensure that all potential weld l O l " problems were identified".' -This sentence may be interpreted to mean that all

- welds on the' skid are not' demon'strated to me'et the des.i;n'and licensing bases of

- the operating units. It is assum-d this is not'the intent of this sentence. Itis Cg "reebmmended that this sentence be emoved from the Draft Information Notice.

,, E Engineering Comment 3 The last sentence of the last full paragraph on the third page of the Draft Information Notice reads "In addition, plants such as

... ......... .. ............... .., but who have subsequently performed testing and replaced most of the vibration-prone sections of the piping, are not subject to the concerns described in this information notice". This sentence implies that only those who have performed both testing and replacement of the vibration-prone sections of piping are not subject to the concerns in the Draft Information Notice.

We recommend that the verbiage be changed to "In addition, plants such as

. ......... .. ...... .. ... .., but who have subsequently performed testing and taken appropriate actions or r:placed most of the vibration-prone sections of the piping, are not subject to the concerns described in this information notice" so that those who have performed either testing or replacement of piping are not subject to the concerns of the Draft Information Notice.

Another alternate would be to replace the words " replaced most of" in this sentence with the words "or taken appropriate action concerning" The above comments on the subject Draft Information Notice is respectfully submitted on behalf of the Fairbanks Morse Owners' Group.
