i By letter dated January 14,1998, Entergy Operations, Inc. (EOl), submitted a request for relief (ISl2-09) for the Waterford Steam Electric Station, Unit 3 (Waterford 3) and Arkansas Nuclear One, Unit 2 (ANO-2), from certain provisions of Section XI of the American Society of l

Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code). Specifically, l

EOl requested relief from the requirements of the 1992 Edition of the ASME Code,Section XI, Subarticle IWA-5242(a) for pressure-retaining bolted connection in Class 1 and 2 borated l

systems. Subarticle IWA-5242(a) requires that the aforementioned Class 1 and 2 systems j

have insulation removed from pressure-retaining bolted connections prior to performing visual i

examinations. These visual examinations are performed for Class 1 systems, primarily the Reactor Coolant System (RCS) piping and components, while ascending from Mode 3 to Mode 2 during plant startup. During such times, the RCS piping and components are at normal operating pressure and at near normal operating temperature. This Code requirement became effective for ANO-2 and Waterford 3, with the implementation of the 1992 Code.

The staff has completed its review of the relief request and has determined that for ISl2-09, the proposed alternative for Code Class 1 and 2 systems provides a reasonable approach for ensuring the leak-tight integrity of systems borated for the purpose of controlling reactivity.

Therefore, the proposed alternative provides an acceptable level of quality and safety and is therefore authorized pursuant to 10 CFR 50.55a(a)(3)(i). The basis for this conclusion is described in the enclosed staff's Safety Evaluation.
