In accordance with 10CFR 50.55a (a) (3), we are requesting permission to use the attached Code Case N-416 (Reference A) without exception.

Code Case N-416 is listed in the current edition of Regulatory Guide 1.147 (Reference B) as being generally acceptable to the NRC with no limitations.

Footnote 6 to 10CFR 50.55a pertnits the use of Code Cases upon authorization by the Director of the Office of Nuclear Reactor Regulation.

The Code Case will be applied to a replacement of sections of 2 inch ISI Class 2 piping in the Steam Generator Blowdown System upstream of isolation valves.

The requirement in IWA 4400 to perform a hydrostatic test af ter replacements is impractical because the replacement piping cannot be isolated from Steam Generators; hydrostatic testing would result in cycling the Steam Generators.

Design limitations on cycling the Steam Generators at hydrostatic test pressure is contained in Reference C.

In order to ensure an acceptable level of quality and safety, a system functional test and surface examination of the partial penetration welds will be performed in lieu of a hydrostatic test and in accordance with Code Case N 416.

A hydrostatic test will be. performed at the next regularly scheduled system hydrostatic test.

This request was previously approved for one section of Steam Cenerator Blowdown System piping, by letter dated October 31, 1987 from R.

Permisrion to apply Code Case N 416 is being requested at this time in anticipation of additional replacements during a Calvert Cliffs Unit 2 maintenance outage scheduled for February 26, 1988.
