Response to NRC Bulletin 88-03
Dear Sir:
In response to Reference (b), this letter provides the results of inspections of General Electric (CE) HFA latching relays in class lE safety-related applications and spare stock at Seabrook Station.
g Fourteen GE HFA latching relays were identified as requiring inspection per the requirements of the Bulletin.
Four of these relays were installed in Class lE safety-related applications and the remaining ten were in spare 3
i stock.
Two of the four installed relays were associated with the 4160 volt emergency bus (E5/E6) power transfer schemes and two provided an emergency i
diesel generator neutral ground alarm.
i The fourteen identified GE HFA latching relays were inspecced in l
accordance with the requirements of the Bulletin.
Four of the inspected j
relays failed to meet one or both of the Bulletin 88-03 acceptance criteria.

Prior to their required inspection, the four installed HFA latchinF relays were replaced with sp.sre relays meeting the Bulletin 88-03 acceptance l
criteria. Of the four originally installed relays, only one would have required replacement because of failure to meet the Bulletin acceptance i
criteria. The three remaining relays which failed to meet the acceptance criteria remain in spare stock and are under evaluation to determine their
