l 3.0 DEFINITIONS 3.1 Essential Personnel - Those individuals who are assigned and trained to perform emergency duties as outlined within the Waterford 3 SES Emergency Plan.
4 3.2 Annual-Within twelve (12) months, not to exceed 15 months, of the last completion date.
4.0 RESPONSIBILITIES 4.1 Training and Emergency Planning Manager 4.1.1 The Training and Emergency Planning Manager is responsible for ensuring the development and implementation of the onsite emergency plan training program as delineated by this procedure, the Training Manual and the Waterford 3 SES Emergency Plan.
4.2 Emergency Planning Coordinator
)
4.2.1 The Emergency Planning Coordinator is responsible for 4.2.1.1 Ensuring the technical accuracy of emergency planning training materials.
4.2.1.2 Informing the Training and Emergency Planning Manager of personnel assigned emergency duties as outlined within the Waterford 3 SES Emergency Plan.
4.2.1.3 Development and implementr;on of the offsite and non-utility Emergency Plan Training program as delineated by this procedure, the Training Manual and the Waterford 3 SES Emergency Plan.
4.2.'. 4 Ensure a comprehensive training program is maintained for all onsite and offsite response personnel.
4.3 Training Department Supervisors 4[3.1 The Training Department Supervisors are responsible for selecting instructors based upon their background and experience.

Waterford 3 Training Manual Procedure NTP-203 Emergency PlanTraining R; vision 03 6.0 PROCEDURE 5.1 Waterford-3 SES Emergency Plan Training 5.1.1 The Emergency Plan Training Program shall be designed to provide training to Waterford 3 SES personnel assigned duties in the Emergency Plan commensurate with their respective responsibilities as described in attachments to this procedure.
5.1.2 Emergency Plan initial Training 1
5.1.2.1 initial training shall be conducted as needed to maintain a qualified Emergency Organization.
5.1.2.2 This training is described in Attachment 7.1.
5.1.3 Emergency Plan Continuing Training.
5.1.3.1 Continuing training shall be conducted annually, as needed, to maintain a qualified Emergency Organization.
5.1.3.2 This training is described in Attachment 7.2.
5.1.4 Supplemental Reading 5.1.4.1 Readings pertaining to Emergency Plan positions are issued in accordance with the guidance described in Attachment 71 and Attachment 7.2.
5.2 Offsite and Non-Utility Emergency Plan Training.
5.2.1 The offsite and non-utility Emergency Plan Training shall be conducted in accordance with the Waterford-3 SES Emergency Plan.
5.2.1.1 Emergency News Center (ENC) personnel are provided instruction by seminar.
5.2.1.2 Waterford 1 & 2 personnel are provided instruction by seminar.
5.2.1.3 Non-Utility personnel are provided instruction by seminar.
6.0 RECORDS I
6.1 Records shall be handled in accordance with NTP-003.

COURSE DESCRIPTION Emergency Plan Initial Training 1.0 OBJECTIVES 1.1 To train individuals to perform assigned ERO duties for the On Shift, Onsite, and Nearsite organizations commensurate with their respective responsibilities.
b 1.2 This training supplements the training received in regular departmental training.
2.0 PREREQUISITES 2.1 Individuals are selected for ERO participation by their management in conjunction with the ERO staffing requirements as determined by the Emergency Planning Coordinator.
2.2 in addition to the required training courses described in paragraph 4.1 below, current GET-1 and
' GET-2 training is required to complete the ERO qualifications for those ERO positions listed in l
Attachments 7.3 and 7.4.

4.4.4.2 CBT may be administered in-lieu-of classroom training for personnel who have previously received classroom training for Essential Personnel training.
4.2 Supplemental Reading 4.2.1 Readings are supplemental to classroom training for the various emergency positions.
4.2.2 Suppiemental readings are assigned using Attachment 7.5 and Attachment 7.6.
4.2.3 Supplemental readir,gs pertaining to Emergency Plan positions are issued:

5.0 EVALUATION 5.1 At the conclusion of this course, an examination shall be administered to evaluate trainee progress.
The minimum passing grade requirement is greater than or equal to 80%.
b 5.1.1 The examination will include questions from objectives listed in the 5.1.1.1 Position Specific course 5.1.1.2 Facility course (as applicable) 5.1.1.3 Essential Personnel course 5.1.2 The Emergency Planning Coordinator shall be informed of any person not making an overall 1
score of 80% or better.
5.2 Remedial training sessions shall be designed on an as needed basis for trainees who do not meet the requirements of Section 5.1 above and documented in accordance with NTP-006.
