VIRGINIA ELECTRIC AND POWER CONPANY NORTH ANNA POWER STATION UNITS 1 AND 2 ASNE SECTION XI RELIEF REQUEST In accordance with 10 CFR E0.55a paragraph (g)(5), Virginia Electric and Power Company requests relief from the examination requirements of ASME Section XI 1974 Edition through the Summer 1975 Addenda.

Specifically, the relief request addresses the NDE examination of Class 2 Main Steam nozzle welds in the common header to the code safety valves as identified in Attachment 1.

The alternate examination will be performed in compliance with ASME Section XI schedule requirements.

This relief request is applicable to the first interval examination requirements.

Enclosed is a check for $150 for the application review fee.

.t ASME SECTION XI RELIEF RE0 VEST FROM UT EXAMINATION ON CLASS 2 MAIN STEAM CODE SAFETY HEADER N0ZZLE WELDS NORTH ANNA POWER STATION UNITS 1 & 2 ASME SECTION XI EXAMINATION RE0VIREMENT - 1974 Edition through Summer 1975 Addenda item No. C2.3. Cateaory C-G: The examination shall include 100% of the branch connection weld. The examination method shall be volumetric.

ALTERNATE EXAMINATION PROPOSED Due to the configuration of the main steam code safety header branch connection welds, Virginia Electric and Power Company proposes to perform:

1) 100% visual examination of the main steam code safety header branch connection weld area, including the saddle, during hydrostatic pressure testing.

2) 100% magnetic particle examination of the saddle to pipe weld.

3)

Insulation will be removed to allow for inspection of the tell-tale hole for leakage during hydrostatic testing.

REASON FOR RELIEF RE0 VEST The branch connection welds on the main steam code safety header are

' completely covered by a saddle / reinforcing plate (see attached sketch) and are not accessible for examination as required by IWC-2500.

The saddle covering the branch connection contains tell-tale holes such that examinations can be performed for evidence of leakage.
